The second cycle of trainings on Europeanization of public administration system and summer school "Rebooting the Foreign Policy and National Security of Ukraine in the Conditions of Russo-Ukrainian War"

The second cycle of trainings on Europeanization of the system of public administration and a summer school "Rebooting the Foreign Policy and National Security of Ukraine in the Conditions of Russo-Ukrainian War" were held as part of the scientific project "Jean Monet Transcarpathian Center for the Study of European Development Strategies at Uzhhorod National University" on November 14-18, 2022. The trainings took place at Jean Monnet Transcarpathian Center (JMTC). Taking into account close cooperation of Uzhhorod National University with the Transcarpathian Regional Military Administration and the Transcarpathian Regional Council, civil servants of the above mentioned authorities and specialists of local self-government bodies were involved in the events. In total, more than 100 people participated. Trainings on information security in public authorities were held for them. The trainings and the summer school were held online on ZOOM platform.

The goal of the trainings and the summer school was to provide students of all levels of higher education undertaking their degrees in relevant specialisms, specialists of local self-government bodies, whose activity is related to the issues of European and Euro-Atlantic integration, foreign policy and national security of Ukraine, with relevant practical experience in the implementation of European strategies and raise their general level of knowledge.

The target audience of the events included representatives of regional authorities and deputies of local self-government, master’s students in "Public management and administration" (Faculty of Social Sciences) and "International relations, public communications and regional studies" (Faculty of History and International Relations) of UzhNU, post-graduate students, young scientists.

The leader of the training, Doctor of Public Administration, Professor, Academician of the Academy of Economic Sciences of Ukraine, Doctor of Honoris Causa Olga Rudenko (Kyiv) was working directly in the training office of the JMTC. The trainings themselves were held in the format of a video conference.

Ivan Artyomov, the academic coordinator of the project, PhD in History, Associate Professor, Professor of the Department of International Studies and Public Communications, the Director of the Institute of European Integration Studies (Uzhhorod National University) was the teacher of the summer online school.

The opening of the cycle of trainings and the summer school was attended by the academic coordinator of the project "Jean Monet Transcarpathian Center for the Study of European Development Strategies at UzhNU", the director of the Institute of European Integration Studies, Ivan Artyomov, Doctor of Sciences in Public Administration, Professor of the Department of Political Science and Public Administration, the Director of the Research Institute of Political Regionalism of UzhNU Marian Tokar, members of the project implementation team - acting dean of the Faculty of History and International Relations, PhD in History, Associate Professor Vitaliy Andreyko, the director of JMTC Petro Tokar, leading specialists of the Institute of European Integration Studies Svitlana Zub and Renata Chizhmodii.

Leading Ukrainian experts in the field of local self-government and regional policy, specialists in the development of educational and training programs on the development of the system of public administration and media literacy were involved in the trainings.

Viktoriya Zagurska-Antonyuk, an expert consultant, Doctor of Humanities in the field of political science, Doctor of Sciences in public administration, the head of the Department of International Relations and Political Management of Zhytomyr State Polytechnic University, a member of the Specialized Academic Council for the Defense of Doctoral Theses in Public Administration, a part-time professor at the University of Silesia (Poland) acquainted the audience with the concept of the sphere of geopolitical transformations in the context of the impact on national security, institutional support of public administration in conditions of geopolitical threats.

The valuable context of modernization of professional training of civil servants in the conditions of global challenges and social changes was highlighted by Doctor of Economics, Associate Professor, the head of the Department of Economics and Public Administration of Ivan Franko Lviv National University, consultant on local self-government, local economic development, democratic governance, leadership, personnel management, self-development and development of soft skills Halyna Kaplenko.

Doctor of Philosophy, Professor of the Department of Vocational Education Methodology, Social Sciences and Humanities Volodymyr Mandragelya and a journalist, a scientist, a public figure, PhD in Public Administration, Associate Professor Serhiy Sturkhetskyi talked to the employees of local self-government authorities and representatives of local councils of territorial communities of the region.

A large number of participants of the trainings and the summer school showed a significant interest in this form of communication with experts and acquiring relevant knowledge in the chosen specialism. The listeners noted the high level of organization and positive value of these events for improving students’ competence in the issues of European and Euro-Atlantic integration, foreign policy and national security of Ukraine. All students were given appropriate certificates. Incidentally, we would like to note that such trainings will take place annually until 2023 as part of the international project "Jean Monet Transcarpathian Center for the Study of European Development Strategies at UzhNU".
