Uzhhorod National University Hosts Presentation of the Textbook “Allgemeines Verwaltungsrecht der Ukraine” (“General Administrative Law of Ukraine”)
On June 5, 2026, Uzhhorod National University hosted the presentation of the textbook “Allgemeines Verwaltungsrecht der Ukraine” (“General Administrative Law of Ukraine”), a landmark publication developed through international academic cooperation between Ukrainian and Austrian legal scholars.
The event brought together representatives of academia, government institutions, the diplomatic corps, and the judiciary to discuss the significance of the publication and its contribution to the development of legal education and administrative law studies.
The presentation was moderated by Tetiana Karabin, Doctor of Law, Professor, and Head of the Department of Administrative, Financial and Information Law at Uzhhorod National University.
Opening remarks were delivered by distinguished guests, including Oleksandr Kopylenko, Deputy Chair of the Committee on Foreign Policy and Interparliamentary Cooperation of the Verkhovna Rada of Ukraine and Head of the Subcommittee on Legislative Support and Oversight of the Diplomatic Service; Vasyl Khymynets, Ambassador Extraordinary and Plenipotentiary of Ukraine to Austria; Dr. Robert Müller, Ambassador Extraordinary and Plenipotentiary of Austria to Ukraine; Albina Tsiatkovska, Director General of the Directorate for International Cooperation of the Ministry of Education and Science of Ukraine; Professor Myroslava Lendel, Vice Rector of Uzhhorod National University; and Yaroslava Kalynych, Chair of the Zakarpattia District Administrative Court.
The textbook was presented by its editors: Professor Bernd Wieser, Director of the Center for East European Law at the Faculty of Law of the University of Graz and Honorary Doctor of Uzhhorod National University; Professor Yaroslav Lazur, Dean of the Faculty of Law of Uzhhorod National University and Corresponding Member of the National Academy of Legal Sciences of Ukraine; and Professor Oleksandr Bilash of the Department of Administrative, Financial and Information Law at Uzhhorod National University.
During the presentation, the editors highlighted the academic significance of the publication and its role in making Ukrainian administrative law more accessible to the German-speaking academic community. The textbook provides a comprehensive overview of the foundations, principles, institutions, and contemporary development of administrative law in Ukraine, serving as an important resource for scholars, students, legal practitioners, and international partners interested in Ukraine’s legal system.
The publication represents another successful example of cooperation between Uzhhorod National University and its Austrian partners, strengthening academic dialogue, internationalization, and the exchange of legal knowledge between Ukraine and Europe.
The event concluded with remarks from contributing authors, who shared insights into the preparation of the textbook and emphasized the importance of international scholarly collaboration in advancing legal research and education.
