Professor Vitaliy Shpachuk, a member of the Scientific Council of the Institute for Public Administration and Regional Development (IPARD), participated in the 7th International Scientific and Practical Conference “Tools and Practices for Public Administration in Ensuring National Resilience.” During this prestigious forum, he presented the latest results of joint research conducted with the Research Institute for Public Administration and Regional Development at Uzhhorod National University, dedicated to the topic: “The Impact of Global Financial Trends on the Development of Border Territories and Cross-Border Cooperation.”

Key strategic Findings: In today’s global economy, border regions serve as important socioeconomic buffers and geopolitical gateways. The study highlights that shifting global financial trends-including high macroeconomic volatility, tight sovereign monetary policy, and the rapid proliferation of decentralized fintech solutions-are fundamentally changing border regions’ approaches to attracting investment and managing institutional risks. To ensure true economic resilience under pressure, border regions must transition from traditional financing models to innovative cross-border financial architectures. Integrating robust public governance tools with targeted digital financial strategies is no longer an option; it is a vital prerequisite for ensuring regional stability, supporting infrastructure development, and safeguarding national economic security. The full findings and policy recommendations resulting from this study will be detailed in our upcoming academic publications.
