The Council of Scientists of the SMART City Institute is a permanent advisory and expert body at the institute.

Purpose and tasks of the Council:

• Providing advice to the institute's management on key issues of developing scientific and educational activities.

• Conducting expert evaluation of scientific projects, educational programs and other initiatives of the institute.

• Forming a positive image of the institute as a centre for interdisciplinary research and expertise.

• Representing the institute's scientific achievements at the national and international levels.

• Promoting the establishment of ties with other scientific institutions, business and the community.

Prof. Rostyslav Vlokh — D.Sc., Honoured Worker of Science and Technology of Ukraine. Ukrainian State Prize Laureate in the area of science and technology, Director of the Institute of Physical Optics, Editor-in-Chief of the journal “Ukrainian Journal of Physical Optics “.

Prof. Vitaly Petrovsky — D.Sc., Ukrainian State Prize Laureate in the area of science & engineering, Leading specialist, Francevich’s Materials Science Institute, Ukrainian Academy of Science.

Oleksii Vitaliiovych Pryimachenko — head of the Department of Urban Construction, Candidate of Technical Sciences, Associate Professor, Corresponding Member of the Academy of Construction of Ukraine, member of the All-Ukrainian Public Organization "Association of Construction Industry Experts," member of the National Union of Architects of Ukraine, and member of the Architectural and Urban Planning Council under the Department of Urban Planning, Architecture, and Infrastructure Development at the City Council of Ukrainka. He has been awarded a Commendation from the Mayor of Kyiv (2024) and an Honorary Diploma from the Ministry of Education and Science of Ukraine (2025).

Svitlana Anatoliivna Terenchuk — аssociate Professor at the Department of Information Technologies in Design and Applied Mathematics, Faculty of Automation and Information Technologies, Kyiv National University of Construction and Architecture (KNUCA), Candidate of Physical and Mathematical Sciences. She was awarded the badge "Excellence in Education of Ukraine" (2000).

Maryana Vasylivna Kaplinska — associate Professor at the Department of Architecture and Restoration of the Institute of Architecture and Design at Lviv Polytechnic National University. She is a member of the National Executive Committee of ICCROM in Ukraine.
