According to the decision of the Academic Council of Uzhhorod National University as of 24th of March 2016, the Director of the Institute for European Integration Studies and the coordinator of the research project «Innovative University - tool of integration to European educational and research area» Ivan Artiomov, addressed the Academic Council of the Institute of Higher Education of the National Academy of Pedagogical Sciences with the proposal to consider the Concept.

The proposal was accepted, as the staff members of the Institute of Higher Education carried out the scientific support of the project, acted as consultants and experts during its implementation. In particular, expert judgment of the draft Concept was prepared by the Doctor of Education, First Vice President of NAPS of Ukraine Volodymyr Luhovyy, a review of the educational and methodical complex of publications written during the project implementation was prepared by the department chair of the Institute Zhanna Talanova

Concept Presentation took place at the meeting of the Academic Council of the Institute of Higher Education on April 4, 2016. High academic authority approved the Concept noting its innovative components such as:

 1. Description of priorities and basic principles of conceptual transformation of the traditional university to the innovative one;

2. Justification of strategic directions of transformation of UzhNU to the integrator of knowledge, science and innovations - an important component for regional growth in the area of transfer of technologies;

3. The development of the system of indexing and monitoring the effectiveness of innovative development of UzhNU.

However, the Academic Council members expressed some concerns in terms of finalizing the document. They have made a conclusion that the concept would be useful to other universities of Ukraine, given that it was one of the first international innovative software products that would facilitate successful implementation of the law of Ukraine "On Higher Education" and "On scientific and technical activity" and integration of higher education of Ukraine into European and world higher education and research area.
