1. Development of proposals and methodological recommendations regarding the implementation of norms of international humanitarian law, the Rome Statute and other international legal acts into national legislation, as well as methodological recommendations regarding their practical application:
1.1. peculiarities of the application of IHL norms during the hybrid war of the Russian Federation against Ukraine and during the large-scale invasion of Ukraine;
1.2. making changes to the legislation of Ukraine (laws of Ukraine: "On the national security of Ukraine"; "On the defense of Ukraine"; "On the Armed Forces of Ukraine"; "On mobilization training and mobilization", etc.) taking into account the existing experience of the Russian-Ukrainian war.
2. Creation of a legal mechanism for documenting war crimes in Ukraine: preparation of proposals for changes to the criminal and criminal procedural legislation of Ukraine with the aim of implementing the norms of IHL, the Rome Statute, etc.
3. Preparation of proposals regarding an international judicial body (tribunal), as well as forms and methods of bringing the aggressor to justice for war crimes committed in Ukraine: studying the experience of international judicial bodies created to prosecute war crimes (the International Tribunal for Rwanda, the International Tribunal for Yugoslavia); proposals regarding: principles, functions, status, powers of an international judicial body (tribunal) to hold the military and political leadership of the Russian Federation accountable for launching and waging an aggressive war against Ukraine.
4. Compensation to Ukraine for damage caused as a result of Russia's aggressive war: study of the international practice of compensation for damage caused by the aggressor state to the victim state in the period after the Second World War to the present; preparation of proposals for the creation of an international judicial body on issues of reparations (compensation of damage) to Ukraine caused by the armed aggression of the Russian Federation, in particular: the jurisdiction of such a body over legal relations related to the aggression of the Russian Federation against Ukraine and its authority to recover such damage.
5. Regulation of the activities of the military administrations of the conflicting parties in the areas of hostilities and in the temporarily occupied territories.
6. Access to justice and the activities of law enforcement agencies in the areas of hostilities, in the temporarily occupied territories: the powers, functions and procedure of the courts of Ukraine and the "judicial bodies" of the aggressor country in the temporarily occupied territories of Ukraine; the powers, functions and procedure of law enforcement agencies in the areas of hostilities and in the temporarily occupied territories of Ukraine.
7. Legal regulation of the status of refugees, migrants, deportees, including separately for children.
8. Operation of critical infrastructure in areas of hostilities and temporarily occupied territories.
9. The mechanism for ensuring and implementing the legal status of prisoners of war and captured civilians: a study of the legislation of Ukraine, which regulates the issue of the status and rights of prisoners of war and captured civilians in compliance with IHL norms; preparation of proposals with the aim of bringing the legislation of Ukraine on issues of ensuring and implementing the legal status of prisoners of war and captured civilians into compliance with the norms of IHL.
10. Compensation for damage caused to the lives of individuals; property of individuals and legal entities: preparation of proposals for improving the legal mechanism for compensation for this damage, taking into account the decisions of the European Court of Human Rights, other international judicial institutions in the conditions of armed aggression of the Russian Federation against Ukraine.
11. Registration of legal facts that are important for the protection of the rights, freedoms and interests of a person; personal non-property or property rights (in particular, property rights) or confirmation of the presence or absence of indisputable rights (registration of civil status acts), etc.
