Procedure for Providing Services to Employees of Structural Units of Uzhhorod National University by the Center
In the course of research conducted within the framework of state-targeted scientific and scientific-technical programs, research work, and scientific-technical (experimental) developments funded from the general state budget, as well as grants from state and international funds (hereinafter referred to as R&D), the material and technical support is provided through R&D funds or the University's basic funding for scientific activities. The remuneration of the Center's employees is carried out within working hours and is covered from the regular salary fund.
In this regard:
The applicant submits an application to the head of the Research and Development Department (R&D Department), specifying the purpose of the research, its objectives, approximate completion deadlines, and the title and registration number of the research project
The head of the R&D Department forwards the application to the director of the Center, who determines the performers and, if necessary, adjusts the scope and timelines of the work.
The research is carried out by the relevant employees of the Center with the participation of the applicant or by the applicant themselves with the involvement of the responsible employee of the Center.
For research conducted as part of the University's structural units under scientific and economic contracts, funding for the work is provided from the funds specified in the contracts, as should be outlined in the corresponding budgets. During the preparation phase of the contracts, budget estimates are coordinated in the annual plans with the heads of the structural units that own the equipment to be used in the execution of these contracts. The overall coordination of contract negotiations is overseen by the head of the R&D Department.
During research conducted as part of research work within the working hours of the University's faculty and staff or research carried out within the framework of qualification, master's theses, doctoral dissertations for Ph.D. and Doctor of Science degrees, and by students, the funding for these activities is provided according to established procedures. This funding is sourced from the sub-accounts of the relevant requesting structural units or from the University's general funds (core activities).

The applicant submits an application to the head of the Research and Development Department (R&D Department) with a clear statement of the research's purpose, objectives, estimated completion dates, and the title of the research project or the qualification (dissertation) work.
The head of the R&D Department forwards this application to the director of the Center, who determines the responsible individuals for the project and, if necessary, adjusts the scope and timelines of the work. They also provide all necessary information to the financial department for cost estimation.
The research is carried out by the relevant employees of the Center with the participation of the applicant or by the applicant themselves with the involvement of the responsible employee of the Center.
In printed works that utilize data obtained from the Center's scientific equipment, the requester is obligated, in addition to directly referencing where and how the data was obtained, to adhere to copyright and intellectual property rights at a general level.
In accordance with the approved budget, funds are allocated as follows:
1. 10% of the funds are allocated for the University's capital expenditures.
2. A portion of the funds is allocated for the payment of utility services, determined based on the proportion of utility expenses relative to the total funding of the University in the previous calendar year.
3. A portion of the funds is allocated for staff compensation related to the provision of fee-based services, in accordance with the approved methodology.
4. The remaining portion of the funds is directed towards additional material incentives for the workers performing the work, as well as employees of other structural units of the university who directly contribute to the execution of the work.
As per the reasoned proposal from the Center's director, which has been approved by the Vice-Rector for Research and the head of the Financial and Economic Department, the allocation of funds outlined in section 2.3.4. can be modified by the order of the university's rector in justified circumstances.
Procedure for Providing Services by the Center to Representatives of Higher Education Institutions Designated by the Order of the Ministry of Education and Science of Ukraine
Research institutions and organizations that require access to the research equipment at the Center (hereinafter referred to as "clients") shall submit their written applications in accordance with the prescribed template to the University's Research and Development Department (R&D Department) twice a year, by January 15th and June 15th. These applications should include a description of the type, class of compounds to be studied, the duration, and the types of research that require the use of the Center's scientific instruments and equipment. A copy of the application in both paper and electronic formats shall be submitted to the Center's director.
The condition for accessing the Center's equipment on a complimentary basis is the execution of research by the client within the framework of research projects or scientific-technical (experimental) developments financed from the state budget.
To conduct research, the client shall submit a letter of request to the University's Vice-Rector for Research, specifying the purpose and objectives of the research, as well as the title and registration number of the scientific research project or scientific-technical (experimental) development that necessitates the use of the Center's equipment.
After reviewing the letter of request, the University's Vice-Rector for Research makes a decision regarding the use of the Center's equipment for research, either on a complimentary basis or by entering into a contractual agreement with the client according to established procedures.
Upon making the relevant decision, the Vice-Rector for Research (R&D Department) sends the letter of request to the Center's director for the organization of the research or to the head of the R&D Department for the conclusion of a contractual agreement.
The Center's director, based on the submission from the University's R&D Department, approves the general allocation of working hours for collective use of the Center's scientific equipment among the clients.
The research is conducted by the responsible employee of the Center with the participation of the client's representative.
The provision (reimbursement) of consumable materials is ensured by the clients in accordance with the cost estimate. The payment procedure for consumable materials and components necessary for sample preparation and subsequent research in the Center is determined in negotiations with the client, regardless of their departmental affiliation, on a contractual basis.

Procedure for Providing Paid Services
The provision of paid services by the Center is carried out based on contracts between the University and other physical and legal entities. Contracts are concluded and coordinated in accordance with the current legislation of Ukraine.
To conduct research under these contracts, the applicant submits an application to the University, specifying the purpose and objectives of the research that requires the use of the Center's equipment.
The application is reviewed by the rector, the Vice-Rector for Research, or the head of the R&D Department, and is then forwarded to the Center's director for an assessment of the feasibility of conducting the research as per the stated objectives.
If it is feasible to fulfill the tasks and timelines for the research, a contract is concluded between the University and the applicant in accordance with the established procedures.
The execution of contracts for the provision of paid services is accounted for according to the established procedures for these types of activities. Cost estimates for the execution of work are developed by the R&D Department in accordance with the University's existing regulatory framework.
Payment for the Center's services is made to the appropriate account of the University in accordance with the established procedures.
Accounting and financial operations are managed by the relevant departments of the University in accordance with the established procedures.
