Rector’s report on the life of the University for the previous year
During the joint meeting of the Conference of the staff and the Academic Council of the State Higher Educational Institution "Uzhhorod National University", which took place on January, 29th, the Rector of UzhNU Volodymyr Smolanka reported on a year of work of the university.
326 delegates and guests present at the meeting, including the head of Oblast State Administration Vasyl Hubal and the head of the Transcarpathian Oblast Council Volodymyr Chubirko, listened to Rector’s report.
At the beginning of his speech Volodymyr Smolanka indicated that he would only dwell on the most important points of the report, and full version would soon be available on the official university website.
In 2014, the number of employees did not increase significantly. However, the number of people with scientific titles and degrees increased.
There are currently 242 post-graduate students. 37 people defended their candidate theses and 6 - doctoral theses. 6 people were awarded the title of professor and 40 – of assistant professor. 6 Specialized Scientific Boards currently operate in UzhNU. The most active one is the Board for Economics. The Boards for Medical Science and Law began to operate in 2014.
Today 13,552 people study in UzhNU. In 2014 more than 5,000 students, including 69 foreigners, mostly students of medicine, were enrolled to the university. UzhNU strengthened its financial position by 1 million 387 thousand UAH due to the first-year students who were admitted on the contract basis. In general, last year the university concluded contracts to the amount of 3 million 54 thousand 73 UAH, which is by 27% more than the previous year. The number of extramural students has decreased this year, but this is the consequence of common trend in all universities - the popularity of extramural study is reducing in Ukraine.
UzhNU was at the 13th place in Ukraine in the category of news coverage promptness on the website during the entrance campaign. These are the data of the civil network OPORA. So the Rector concluded that the entrance campaign was successful. At the same time, he noted that in the future the demographic situation with the entrants would get worse, therefore it’s necessary to conduct vocational guidance campaign more actively to make our university truly national and even international one.
4 new specialities have been licensed in the university this year. Development of the mobile application to access the university's website, introduction of e-learning system, electronic repository of publications, obtaining Grand Prix at the International Exhibition "Education and career" are the examples of successful innovations that have been implemented. Today the website of UzhNU is one of the most visited among the university websites of Ukraine.
Two university projects have won the competition to the amount of 218.739 thousand UAH, and took the first place on the results of expert examination according to the ranking by professional directions. In September UzhNU submitted 37 research projects to the contest. In October it was reported that 16 of them scored average and above average and would be funded in accordance with the Order of Ministry of Education and Science of Ukraine.
The National Contact Point within the framework of the European Commission Program "Horizon 2020" was established at the university in 2014. The work on creation of the Science Park of UzhNU is in progress - state registration will be completed in 2015. Introduction of energy efficient technologies continues in the university. Much attention is paid to natural gas economy. Modular boiler houses built at the university two years ago have been put into operation.
The Centre for innovation and development started functioning in UzhNU. Its activity contributed to the fact that UzhNU joined the European-Asian Consortium of social technologies for intellectual society. Other developments are related to the improvement of the practical base "Kolochava" and the Botanical Garden.
16 international agreements have been signed by the university this year. Rector pointed out than no penny from the University budget had been spent on business trips. Trips were partly financed by hosts and partly from private funds.
Last year UzhNU researchers published 36 monographs, 61 textbooks, 1330 articles. 56 employees of UzhNU were given financial rewards for their scientific achievements. Rector promised that he would continue to encourage employees who worked well and had high academic and research achievements.
"Most universities of Ukraine sent their workers into unpaid leaves. I want to draw your attention to the fact that we continue working. Despite the fact that we had to compress the schedule of our educational procedures, all employees performing their duties get the salaries "- mentioned rector in his speech.
First of all, due to the success of entrance campaign the amount of money in the special fund has increased. It is now equal to 76, 2 million, which is by 11.3 million more than in 2013.
In 2015 the main challenge for education is the implementation of the Law "On Education". An important issue is to maintain stable functioning of UzhNU at the time of limited funding from the state budget. In the first month the scholarship fund was not fully funded, therefore we took the money from the special fund to pay scholarships to students.
Currently, it is impossible to increase the university staff because we have to optimize the organizational structure and possibly other subunits. "I and vice-rectors have declined our responsibilities of the Heads of Departments. I appeal to those who combine leadership positions to take appropriate measures as soon as possible to ensure that we act in accordance with the law - said Professor Volodymyr Smolanka. – We face a lot of challenges, but we have great colleagues, good students and strong university. I hope that we will meet all the challenges and finish this year successfully”.
