ADMISSION RULES
FOR ENROLMENT IN ACADEMIC PROGRAMS AT THE STATE HIGHER EDUCATIONAL INSTITUTION «UZHHOROD NATIONAL UNIVERSITY»
FOR THE YEAR 2026

Specific features of admission of foreign nationals and stateless persons

1. Admission of foreign nationals and stateless persons for the purpose of obtaining higher education is carried out in accordance with the Laws of Ukraine «On Higher Education», «On the Legal Status of Foreigners and Stateless Persons», «On Ukrainians Abroad», «On Refugees and Persons in Need of Additional or Temporary Protection», and «On Establishing Additional Legal and Social Guarantees for Citizens of the Republic of Poland Staying in the Territory of Ukraine»; Resolution of the Cabinet of Ministers of Ukraine №729 of 12 September 2018 «Issues of Obtaining Higher Education by Certain Categories of Persons»; the Procedure for Organizing Admission to Vocational (Vocational-Technical), Professional Pre-Higher, and Higher Education Institutions of Ukraine, as well as Training (Internships) of Foreign Nationals and Stateless Persons Using the Unified Interdepartmental Information System of Ukraine for Foreign Nationals and Stateless Persons Seeking Education in Such Institutions, approved by Resolution of the Cabinet of Ministers of Ukraine №758 of 28 June 2024; Order of the Ministry of Education and Science of Ukraine №1541 of 01 November 2013 «Certain Issues of Organizing the Enrollment and Training (Internships) of Foreign Nationals and Stateless Persons», registered with the Ministry of Justice of Ukraine on 25 November 2013 under No. 2004/24536 (as amended by Order №1272 of 11 December 2015); and Order of the Ministry of Education and Science of Ukraine №1498 of 02 December 2019 «On Approval of the Procedure for Establishing Quotas for Higher Education for Foreign Nationals and Stateless Persons within the Scope of the State Order in Accordance with International Treaties of Ukraine», registered with the Ministry of Justice of Ukraine on 10 February 2020 under №153/34436.

2. Persons admitted to higher education on equal terms with citizens of Ukraine may follow the standard admission pathway and enjoy the right to free higher education under the procedures established for Ukrainian citizens.

Foreign nationals and stateless persons (including those who have applied for refugee status, persons seeking protection in Ukraine who have submitted a certificate confirming such application in accordance with Order of the Ministry of Internal Affairs of Ukraine №649 of 07 September 2011, registered on 05 October 2011 under №1146/19884) (hereinafter referred to as «foreign nationals») may be admitted to higher education at the expense of individuals and/or legal entities, unless otherwise provided by international treaties of Ukraine ratified by the Verkhovna Rada of Ukraine, national legislation, or agreements between higher education institutions on international academic mobility.

Admission of foreign nationals to state-funded places is carried out within quotas allocated for foreigners on the basis of referrals issued by the Ministry of Education and Science of Ukraine to applicants granted state scholarships under international treaties, national programs, or other international obligations of Ukraine, and recommended for admission by competent authorities or official representations of foreign states.

Ukrainians residing abroad, whose status is confirmed by a Ukrainian abroad certificate (except those permanently residing in Ukraine), may be admitted under the state order within the established quotas for foreign nationals.

Citizens of the Russian Federation, the Islamic Republic of Iran, the Republic of Belarus, and the Democratic People’s Republic of Korea who do not hold permanent residence permits in Ukraine are admitted only upon individual authorization by the Ministry of Education and Science of Ukraine.

Citizens of the Russian Federation and the Republic of Belarus who have defended the independence, sovereignty, and territorial integrity of Ukraine and have been granted combatant status in accordance with Resolution of the Cabinet of Ministers of Ukraine №719 of 18 June 2025, as well as their children, may be admitted without such individual authorization.

3. Admission of foreign nationals to higher education (except those admitted on equal terms with citizens of Ukraine) is conducted exclusively for accredited educational programs.

4. Admission of foreign nationals may be conducted either in-person and/or remotely. Enrollment is carried out using the Unified Interdepartmental Information System of Ukraine (hereinafter – the Unified System), except for persons admitted on equal terms with Ukrainian citizens.

The validity period of an electronic invitation issued via the Unified System shall not exceed six months from the date of affixing the qualified electronic seal of «Uzhhorod National University» (UzhNU) or the qualified electronic signature of its authorized representative.

Foreign applicants eligible for remote admission must have received an electronic invitation and completed the legalization of their educational documents in their country of origin (consular legalization, including by a Ukrainian diplomatic mission, or apostille for countries party to the relevant Convention), except for documents issued in Ukraine.

For the purpose of remote admission, UzhNU conducts identity verification and entrance examinations in an online format with mandatory video recording (including screen recording). Such recordings are retained for five years, and the corresponding link is entered into the Unified database.

In the case of remote admission, the applicant must send legalized copies of prior education documents and their notarized Ukrainian translations by post. Upon first entry into Ukraine and arrival at UzhNU, the applicant must submit the original documents in person.

5. Admission of foreign nationals at the expense of individuals and/or legal entities may be conducted twice a year: the first stage – until 30 April; the second stage – within the timeframes specified in Sections IV–VI of the Admission Rules, but no later than 01 November, for Bachelor’s, Master’s, and Doctor of Philosophy programs.

Admission is based on previously obtained educational qualifications and the academic rights they confer in the country of origin, taking into account academic performance where required for progression to the next level.

The acceptance of applications and documents, maintenance of applicant records, and other admission-related functions are carried out by the Selection Committee for Foreign Nationals and Stateless Persons, a structural unit of the Admissions Committee.

Working hours: Monday–Friday, 08:00–17:00; weekends – closed.
Electronic documents must be submitted to: dep-istudents@uzhnu.edu.ua (for individuals who are entitled to Permanent residence in Ukraine). All individuals who do not prosses these documents are required to register in the Unified Admission Information System for the Admission of International Applicants to Educational Institutionshttps://apply.studyinukraine.gov.ua/home 

6. Competitive selection of foreign nationals (except those admitted on equal terms with Ukrainian citizens) is based on the results of an entrance examination, taking into account the specifics of the educational program.

For Bachelor’s (and medical/pharmaceutical Master’s) program based on complete secondary education, the entrance examination includes:

  • a creative competition (for specialty A7 «Physical Culture and Sports»); 
  • subject exams: 
    • Biology (for health-related, biological, biomedical, agronomy, and biology education specialties); 
    • Mathematics (for all other specialties). 

For Master’s programs, the entrance examination is conducted in the form of a professional (specialty) exam or its equivalent.

For Doctor of Philosophy programs, the entrance examination consists of a specialty-based exam.

The entrance exam result constitutes the sole component of the competitive score for this category of applicants.

7. Deadlines for application submission, entrance examinations, and enrollment are specified in these Admission Rules and published on the official website.

First stage:

  • Applications: from the effective date of these Rules until 28 April 
  • Entrance exams: until 29 April 
  • Enrollment: no later than 30 April 

Second stage:

  • Applications: 19 July – 30 October 
  • Entrance exams: 21 July – 31 October 
  • Enrollment: no later than 01 November 

8. Foreign nationals arriving in Ukraine to participate in academic mobility programs or joint educational programs agreed between UzhNU and foreign higher education institutions are admitted in accordance with the contractual obligations of UzhNU.
